" The League gets tired of waiting for Superman to man up and come up with some solution for Superboy's care, and decides that if unwanted human kids can be adopted, so can unwanted superkids. Someone they trust - be it superhero or ordinary mortal - adopts Superboy, no, for real. None of this "Superman repents and successfully takes him back" stuff.
Superboy may or may not be happy about it to begin with, but in the end, it turns out to be exactly what he needs and he's happier and better adjusted.
Off the top of my head, suggestions for possible parents include Martian Manhunter, Black Canary, Lois Lane, Oracle, Big Barda & Scott Free, or Blue Beetle (Ted Kord). Preferably not Batman or Martha Kent because there are already fics a bit like that. "And reading through the comments, I found this:
